Iskhak Razzakovich Razzakov is a party and state figure of Kyrgyzstan of the Soviet period. He was born in 1910 in the village of Kharasan, Laylyak district. I lost my parents early.

His natural intelligence and desire for knowledge gave him the opportunity to receive a comprehensive education. For a long time, Iskhak Razzakov held high positions in economic and party work in Uzbekistan: he worked as chairman of the State Planning Committee, deputy chairman of the Council of People's Commissars, People's Commissar of Education, secretary of the Central Committee of the CP (Uzb) (b) for propaganda and agitation. In 1945, he was sent to Kyrgyzstan as Chairman of the Council of Ministers of the Kyrgyz SSR, and after a while he was elected first secretary of the Central Committee of the Communist Party of Kyrgyzstan.

Being in such high positions, Iskhak Razzakov did a lot for his people and his republic. He was the initiator and an active participant in the creation of the Academy of Sciences of the Republic, the opening of the Kyrgyz State University, Polytechnic, Kyrgyz Women's, Osh, Przheval pedagogical institutes. The Institute of Physical Culture, many secondary specialized educational institutions, branch scientific institutions, publications of a number of new magazines and newspapers.
