The historical significance of Toktogul's artistic heritage lies primarily in the fact that he was the first of the Kyrgyz folk akyns to overcome territorial limitations and rise to the level of an exponent of national interests.

Toktogul Satylganov was born in 1864 in Southern Kyrgyzstan in the village of Kushchu-Suu of the Ketmen-Tyubin valley.
